  • SBNF Officers Meeting Minutes - November 2020

Letter of thanks to Tony Wallington Tony Wallington has resigned from his position on the committee for health reasons. DC proposed that the Committee Secretary write a letter of thanks to Tony in recognition of his very valuable services to the Forum Committee as Vice Chair and later Community Engagement. The meeting approved this unanimously. Action: MW to draft the letter of thanks. 2. Preparation for forthcoming meeting with Adur-Worthing Joint Strategy Committee The Committee formally approved a document which had been prepared following a discussion with ADC planning officers on 10 November, which describes the actions taken by the Committee to address all the objections to redesignation and provides a timetable defining the remaining stages towards completion and approval of the Neighbourhood Plan. This document was approved by committee members via email earlier this week for submission to Martin Randall for distribution to members of the Adur-Worthing JSC. As agreed at the meeting with ADC officers, representatives of the Forum committee have been invited to attend the JSC meeting to put the case for redesignation. The Committee decided that the Chairman will attend this meeting and speak on behalf of the Forum. The Committee was very disappointed to note that this matter had still not been added to the agenda of the next Adur-Worthing JSC meeting on 1 December, having been ready to present its case at the November JSC meeting. It seems unlikely it can be added at this late stage and so it may be deferred yet again until January. Action: DC to urgently contact Martin Randall to clarify the situation 3. Any Other Business MW pointed out that the next joint meeting between committee members of the Forum and SBRA had been planned to take place in early December, after the JSC had discussed Forum redesignation. Should the JSC meeting to decide Forum redesignation be further delayed it was agreed that the planned meeting with SBRA should be postponed accordingly. Meeting closed at 1945.   • SBNF Winter 2020 Update for Beach News

    We publish updates about the progress of the Neighbourhood Plan in every edition of Beach News. Here's a copy of the latest update from our Engagement Officer: Shoreham Beach Neighbourhood Forum’s application to be re-designated was duly taken to Adur District Council’s Joint Strategic  Committee (JSC) in July. The JSC, comprising Executive Members from the Council's ruling Conservative Group, required further information before it could reach a final decision. To assist the JSC, the Forum has produced an Action Plan to address the matters raised at the July meeting. In addition the Forum has requested a meeting with ADC Planning Officers ahead of the meeting of the JSC to review progress on the emerging Neighbourhood Plan and agree the programme of work needed to complete it. A joint meeting between committee members of the Forum and of Shoreham Beach Residents’ Association (SBRA), chaired by the County Councillor for Shoreham South, Cllr Kevin Boram, was held on October 12th to seek SBRA support for redesignation. SBRA has agreed to a further meeting with SBNF to discuss the emerging Neighbourhood Plan. It is the hope and ambition of the Forum that all this work will secure the JSC’s approval for re-designation in December. The Forum will then be in a position to press ahead to complete the process of producing the Draft Neighbourhood Plan early in the New Year for full consultation with Beach residents in the Spring. After any final amendments, the Forum will submit the Plan to ADC who will organise an Independent Examination and a Referendum when all Marine Ward residents on the Electoral Register will be able to vote. The Forum is keen to encourage further engagement with the community to help refine the Neighbourhood Plan.   • SBNF-SBRA Joint Meeting Minutes - October 2020

    12 Oct 2020 at 1830 Online video-conference Agenda: 1. SBNF Four Point Plan 2. Current Adur DC support 3. Key stakeholder support 4. Funding Requirements In opening the meeting KB proposed it begin with Agenda Item 3 as this represented the main substance of the meeting. It was important that this item should be discussed first so it was covered in the time available. This was agreed. Key stakeholder support SBRA Committee members expressed their positions regarding the draft Neighbourhood Plan and SBNF’s finances and governance. The need to have a Neighbourhood Plan at all was questioned. JL emphasised that the criticisms of Forum governance and finance were fundamental to SBRA objections. JB, DJ and JW mentioned parts of the Neighbourhood Plan that they felt might be unacceptable to a majority in the referendum. TW agreed that revising the Neighbourhood Plan would be a good way forward. MW pointed out that action to address SBRA’s areas of concern with the Neighbourhood Plan are part of SBNF’s Four Point Plan, as are actions to deal with Forum governance and finances. DC stated that governance and finance deficiencies were fully recognised by the Management Committee and are being addressed. KH said that while changes could be made to the Neighbourhood Plan a major rewrite was not practical as Adur Planning Dept had reviewed the current Neighbourhood Plan and that process would have to be restarted if major changes were envisaged. JL asked where future Forum funding would come from and how much funding did SBNF require? KH said that the Council would receive new funding (£10,000) to support the Neighbourhood Plan on Redesignation and part of that funding could be given to SBNF to fund the final stage of producing the Neighbourhood Plan. DC stated that previous estimates for completion had been £1,550 but he felt that up to £4,000 might be necessary. JL requested more detailed costings. Criticisms of Forum governance centre on compliance with the Forum’s constitution. Notably the lack of an AGM to elect SBNF Management Committee members, failure to invite members to three meetings a year and the lack of minutes for SBNF Committee meetings over several months. SBRA representatives felt an AGM should be held as soon as possible to correct this issue. KH was concerned that an AGM could not happen before the next Adur JSC meeting which is crucial to Forum Redesignation. The lack of SBRA support at that point could put that at risk. Without Redesignation the Forum would cease to exist and the Neighbourhood Plan would fail. Therefore some indication of support from SBRA in advance of the JSC meeting would be beneficial. It was agreed that an agenda for a virtual AGM would be produced and the meeting held online as soon as possible. SBRA would help publicise the meeting. To get things moving forward, KB proposed that Terms of Reference for joint cooperation between SBNF and SBRA be agreed. SBRA would identify areas of the Neighbourhood Plan which it can’t support. SBNF would identify actions to address the criticisms of Governance. SBNF and SBRA would form a Joint Working Group to update the Neighbourhood Plan. The meeting unanimously agreed to this proposal subject to the subsequent agreement of the SBRA committee. Discussions between SBNF and SBRA are to continue via email, copying in KB to keep him up to date. Meeting closed at 2030. It was agreed that a further SBNF-SBRA Joint Meeting should take place online at a date to be determined, potentially in the next three to four weeks. Note: Agenda Items 2 and 4 were effectively covered during the discussion of Item 3. Item 1 will be covered as part of the ongoing email exchanges. It was agreed the Forum must be represented at this crucial meeting. DC proposed that another meeting with Adur Planning Officers in advance of the JSC meeting would be beneficial. It was agreed that DC, MW, MG and KH would attend. MG presented a note outlining the next steps for the Forum through redesignation and on to Regulation 14 submission of the Neighbourhood Plan to Adur DC. He also suggested that the plan to address issues raised at the July JSC meeting could form the basis of the agenda to the proposed meeting with Adur Planners. Action: MG and KH to prepare the meeting agenda 2. Forthcoming meeting with SBRA A video conference meeting with representatives of SBRA is to take place on Mon 12 October at 1830. This will discuss SBRA concerns about SBNF governance and funding, SBNF’s plan to successfully gain redesignation and ways in which SBRA might assist with community engagement. The agreed agenda for the meeting was reviewed and the committee agreed we should encourage SBRA’s participation in the process. 3. Press Release for Beach News TW has circulated a draft press release for the winter issue of Beach News which summarises the current position on Forum redesignation. Some amendments have been submitted and included in the draft. DC suggested that an additional paragraph be added encouraging Beach residents to participate in the Forum and giving full contact details. Press date for the Beach News is October 9 but DC suggested TW ask for an extension until after the meeting with SBRA so the outcome of that can be included too. Action: TW to amend draft and circulate final draft for comment before releasing for publication. Meeting closed at 2030. This had been helpful in drafting the Press Release. Item 2 Financial Report JM presented the financial report and the latest statement of receipts and payments. There has been no recent account activity due to the lack of funds. Current account balance £27.50 in credit. (Click here to see the report: https://bit.ly/sbnf-finances). Item 3 Secretary’s Report MW presented the Secretary’s Report. The agreed press release about the current status of the Forum has been published in the Shoreham Herald (online edition). SBNF’s longer piece relating to delays due to Covid-19 has also been published and the discussion has been opened up to all members via the comments form and emails. The latest Neighbourhood Plan page on the website has been simplified to improve document access for mobile device users on slow internet connections. The cost of running the website, form-processing, contact relationship management and mass email software is of the order of £170 per annum. MW is currently funding this himself, which needs to be addressed. MW pointed out that the council website shows a very out of date membership map (2014) which needs updating. He thought some objectors might be getting their information from this source rather than the SBNF website (https://www.shorehambeachforum.com/members) and re-designation application, which is more up to date. DC asked MW to estimate the projected costs for funding the website through to completion of the Neighbourhood Plan. MG commented that some work still needs to be done to respond to Planners comments dating from September 2019. Item 4 Community Engagement Report TW presented the community engagement report: Beach News: I usually write up & agree a draft with Dave but this time, I was happy to let him do his bit as the last couple of months has concerned the re-Designation application. I wanted to clear up the matter of how many issues of BN come out yearly. It's not a quarterly publication, but three editions: Spring/Summer/Winter. This has now been corrected on our website. SBRA: Since February, I know Joss has been heavily involved with the community with offers to assist with shopping and collecting prescriptions and a particularly heavy workload with visitors crowding the Beach etc. This she did in tandem with the vicar of Church of the Good Shepherd. Their monthly physical meetings are converted to emailed contributions that Joss collates and issues in draft for members to comment then a final copy is posted on their website. No Zooming. Membership: During the remainder of March and into April, I emailed stakeholders with the Forum's latest position regarding a new Designation. Those businesses with a physical presence on the Beach who I had already visited in 2019, but did not have email addresses for, I posted physical, typed updates through their mail boxes. I received a complaint via DC from a group of Beach Green residents who were accusing the Forum of not addressing their concerns about Beach Green and the MUGA when preparing the Regeneration policy. I emailed them to suggest I couldn't comment at present as the Forum was timed-out but when the Forum receives a fresh Designation, I'll return to them once I've spoken to members of that working group. Item 5 Forum Redesignation Actions DC asked members to consider the best way forward to increase community engagement and make suggestions to improve this. He proposed that Management Committee meetings should take place on a monthly basis. In the current situation these will continue to be an online video conference. MG summarised the essential way forward as he saw it. (i) Re-engage with the Adur planning officers to re-establish their support for the Neighbourhood Plan. This meeting should be held as soon as possible (i) MG/MW to review /complete responses to ADC Planning Officers September 2019 comments (iii) Establish an agreed and costed work programme with ADC officers to make the Neighbourhood Plan ready for Regulation 14 submission for presentation to JSC in September · including meetings with neighbourhood stakeholder organisations (SBRA, FoSB etc) and a Have Your Say Day on proposed Reg 14 Draft Plan following re-designation in September.October · Reg 14 Draft Plan Statutory Consultation – 6 weeks November – December (iv) Amend Reg 14 to enable submission of Reg 16 Draft Plan January- February KH suggested the Management Committee use all communication channels available to engage with forum members. We need to address the objections to redesignation that were reported at the JSC. To share the costs MW is incurring with the website, enable an AGM and Have Your Say days to take place KH suggested Management Committee members might make a voluntary contribution to the SBNF bank account to permit some spending to organise these events to take place. JM welcomed the idea of such a voluntary contribution. Possible ways of doing this were discussed. MW suggested using the existing PayPal donations function accessed via the websites Get Involved page. TW pointed out that the earliest Neighbourhood Plan Referendum date, May 2021, coincides with council by-elections postponed due to the Covid-19 crisis. This timing could be a problem due to the uncertainty created by an election. He also stated that it was vital DC would be able to represent the forum’s interests at the next JSC redesignation meeting in September 2020. MW stated we can share videos on the Forum’s YouTube channel to showcase progress. SBNF’s Facebook page has been generating an increasing number of likes recently. The digital infrastructure necessary to support future actions leading to completion of the Neighbourhood Plan are in place. Any Other Business Clarification was requested regarding the difference between SBNF subscribers and members. MW explained that subscribers only have to submit an email address to register interest in being kept informed. “Members” can influence the constitution and have voting rights at a forum AGM. They must be Beach residents/work on the beach and strict qualification rules apply – as specified by Neighbourhood Planning legislation. MG stressed how important membership records are to demonstrate there is a balanced representation and that members understand the basic conditions required by the legislation.   • Government Changes to Neighbourhood Planning due to COVID-19 (and associated delays)

    We hope you're all managing to look after yourselves in these challenging times and wish all the best for local residents and businesses. Thankfully Shoreham Beach is blessed with a strong community spirit, a good deal of common sense and relatively easy access to wonderful outdoor exercise space. Now that local businesses are finally able to re-open, let's hope the economy can recover quickly and we can build back better. The council's planning department met with our chairman and sent a recommendation to the Joint Strategic Committee (JSC) to re-designate the forum, in which, the director of the economy stated:: There are opportunities for the neighbourhood plan to contribute to a range of priorities linked to Tackling Climate Change and supporting our natural environment; and thriving people and communities, as set out in Platforms for Our Places: Going Further There's also a lot of talk on both sides of the political spectrum about a "Green New Deal" or a "New Deal for Britain", which may result in schemes and proposals requiring community input and stewardship, such as more electric car infrastructure, better beach parking for visitors, cycling and walking initiatives, safe electric scooter routes, community energy, etc. The draft Neighbourhood Plan address es all these issues. Challenges Unfortunately, political and economic uncertainty over the last four years - including Covid-19 - has severely hampered the progress of Neighbourhood Plans across the country, and Shoreham Beach is certainly no exception! The forum re-designation process unavoidably coincided with the height of lockdown, when residents were focused on home-schooling, shielding and trying to save their livelihoods. Criticisms In terms of community engagement, there was nowhere open to hold workshops, display paper copies of the draft plan, distribute information leaflets or access paper forms. However, the consultation process could not be delayed and it went ahead - extended by three weeks. Despite the council's best efforts, they only received a handful of responses, including some negative comments with regards to the forum's procedures and compliance with the constitution. Unfortunately, we are now stuck between a rock and hard place, because we were forced to cancel last year's AGM where the constitution could have been suitably adapted... and we cannot have another AGM until the forum is re-designated. The council's planning department met with our chairman and sent a recommendation to the Joint Strategic Committee (JSC) to re-designate the forum, in which, the director of the economy stated: Since initial designation in 2014 a great deal of work has been undertaken by the Shoreham Beach Neighbourhood Forum to develop a neighbourhood plan. A number of concerns have been raised ...which should be addressed separately. It appears that the Forum has met the legal requirements for designation of the Forum. ...Officers will be recommending to the Joint Strategic Committee (JSC) that the Shoreham Beach Neighbourhood Forum is designated. See the full report | Read representations received However, the Joint Strategic Committee could not reach a decision (see restrictions below) Responding to feedback from residents During lockdown, the website was/is more important than ever. Some members have found it difficult to view the plan as a Google Doc* on their phones and tablets, so we have now made it easier to access the draft Plan (currently version 4.2) and will break it up into more manageable chunks (i.e. by separating out the Aspirations and Design Code sections). * Please note that SBNF uses the government-recommended suite of online collaboration tools, and the system was set up to be compatible with ADC. The Plan is an A4 document which is best viewed on a device with a screen larger than a mobile phone. However, if you cannot access a computer or printer, please consider rotating your device to the wide 'landscape" mode when viewing the document. Comments In order to simplify the page, we've also removed the Facebook comments feature. This was intended to prompt discussion and awareness via the popular social network, but the feature slowed down page loading speed, so it has been replaced with a private comment form. Members who are directly involved in formulating the plan can still make use of all the reviewing, commenting and discussion features directly available in the document if they are signed in with their Google account. In due course, the draft Plan will transition from the current informal discussion format, to a more polished version. One person said: "there are other forums which could take up the ideas". If any of these forums would like to work with us, please get in touch. Restrictions The council's Joint Strategic Committee discussed the re-designation of the Forum on 7th July 2020, but the decision has been deferred - possibly till September. The JSC made some incorrect assumptions which we aim to rectify ASAP. We were approached for comment and issued a press release which was published in this article in the Herald. As a response to the pandemic, the government has made the following relevant changes to the neighbourhood planning process, which will unfortunately cause even more delays: Referendums: ...postponed until 6 May 2021. Examinations: ...The general rule remains that examinations should be conducted by written representations. If an examiner considers that oral representations are necessary, these should not take place in person. Wherever possible, oral representations may still take place using video conferencing or other suitable technologies. Public consultation: ...It is not mandatory that engagement is undertaken using face-to-face methods. However, to demonstrate that all groups in the community have been sufficiently engaged, such as with those without internet access, more targeted methods may be needed [but large group gatherings are still not permitted]. We believe the Neighbourhood Planning process has been extremely useful and we've had a very positive and fruitful relationship with the ADC planning department. We now know what is, and isn't possible in terms of compliance with the Local Plan and community aspirations. If the re-designation is granted (possibly September 2019), we'd like to have the opportunity to re-engage with the community, have some focused workshops and involve more members to finish the Plan - hence the repeated requests for help and the application for re-designation in order to get the necessary time and funding needed to resume inclusive community engagement as lockdown eases.     The Forum’s response to the deferred re-designation of the Shoreham Beach Neighbourhood Forum (SBNF) The Shoreham Beach Neighbourhood Forum Management Committee was disappointed that the Councils’ Joint Strategic Committee (JSC) was not able to agree the recommendation of Adur Council planning officers that SBNF should be re-designated to resume community engagement in order to complete the preparation of a statutory Neighbourhood Plan over the next 12-18 months.   • SBNF Spring 2020 Update for Beach News

    We publish updates about the progress of the Neighbourhood Plan in every edition of Beach News. Here's a copy of the latest update from our Engagement Officer: The Beach’s Neighbourhood Forum representing Marine Ward was designated for five years in November 2014. By November 2019, the Forum’s alloted legal tenure ran out. Forum Officers have prepared a fresh application to re-designate the Area & Forum for another 5-year period to enable the completion of its work. Redesignation is administered by Adur District Council and likely to take about three months from receipt of our application including a public consultation. When its redesignation is confirmed, the Forum will pass the final Neighbourhood Plan [Version 5] back to the Council for comments and will organise its final ‘HAVE YOUR SAY DAY’ to run immediately after the Forum AGM for members to confirm or change the Committee Officers. Any residents’ comments on the plan offerred at the HYSD could require the Forum to fine-tune the plan before its transmission to the Council. When the final Beach Neighbourhood Plan [Version 5] is accepted by ADC, the Forum will have completed its work and ADC will organise independent inspection of the plan. When that is finally passed, the Council will administer all aspects of a public referendum for the Beach electorate to decide. The Forum wants this process to happen during 2020.   • Application for re-designation to finish The Plan

    Published in the 2020 Spring Edition of Beach News The Beach’s Neighbourhood Forum representing Marine Ward was designated for five years in November 2014. By November 2019, the Forum’s allotted legal tenure ran out. Forum Officers have sent an application to re-designate the Area & Forum for another 5-year period to enable the completion of its work. Re-designation is administered by Adur District Council and likely to take about three months from receipt of our application including a public consultation. When its redesignation is confirmed, the Forum will pass the final Neighbourhood Plan [Version 5] back to the Council for comments and will organise its final ‘HAVE YOUR SAY DAY’ to run immediately after the Forum AGM for members to confirm or change the Committee Officers. Any residents’ comments on the plan offerred at the HYSD could require the Forum to fine-tune the plan before its transmission to the Council. When the final Beach Neighbourhood Plan [Version 5] is accepted by ADC, the Forum will have completed its work and ADC will organise independent inspection of the plan. When that is finally passed, the Council will administer all aspects of a public referendum for the Beach electorate to decide. The Forum wants this process to happen during 2020. The Forum’s Committee Officers wish to acknowledge and thank both the Beach community for its patience and the support of every Forum volunteer for giving freely of their time and hard work since November, 2014. We will keep you informed of progress and next steps.   • SBNF Winter 2019 Update for Beach News

    We publish updates about the progress of the Neighbourhood Plan in every edition of Beach News. Here's a copy of the latest update from our chairman: Adur District Council planners considered the latest draft Plan [Version 4] during the Summer months. In September, we received their comments that will be digested and clarified as soon as possible. During September, the Forum apologised to its members after offering insufficient notice of its proposed AGM that resulted in its postponement. The Chair and officers wish to confirm their commitment to combining the Forum’s final HAVE YOUR SAY DAY with – if possible - its AGM. The Forum will be completing its five year lifespan at about the time this issue of Beach News is delivered and, therefore, will need to apply for redesignation to complete its tasks. Redesignation will be sought and when granted new funding will be required to complete our work prior to a referendum. There have been some changes in Forum officers and their activities. The Vice-Chair stepped down to address Community Engagement, a post the Forum has been unable to fill for over two years. The Executive Committee much regrets the resignation of Green Working Group Leader, Stella Filmer, and will miss her considered input and work ethic on the Forum’s behalf. These vacant positions will need to be filled as soon as possible in the run-up to redesignation, inspection and referendum. The Forum considered its position regarding the planning application for the redevelopment of the Beach Green toilet block. We are not entitled - by way of our constitution - to comment on planning applications. Nevertheless, officers and working group members have been encouraged to recognise that Boxpark - the scheme’s applicant - has acknowledged and applied the principles of the Forum’s draft design code within their submission. The Executive committee will be convening regularly before Christmas to: Address ADC’s comments on V.4. Apply for redesignation. Engage with the Council to explore financial support noting the redesignation requirement. Re-engage with the community & its stakeholders. Seek to fill our vacancies.   • Management Committee minutes - September 2019

    Letter of Support for the Boxpark planning application for #BeachGreen. On the basis that the developer requested the Forum - as a local stakeholder - to acknowledge their adherence of the Forum’s Draft Design Code, a vote was taken on the basis that SBNF is supporting the acknowledgement and use of the Draft Design Code implicit in the proposed scheme but not supporting the scheme itself. Two members voted for this motion and one abstained. ITEM 3: Version 4 of the Forum’s plan documents. The Chair advised that #ADC Planners have completed their observations on Version.4 of the Plan and has returned seven A4 pages of written observations and considerations. This now requires to be circulated to the working groups to reconvene and discuss. But the Chair suggested that both this item and the matter of the Re-designation of the Forum to be able to complete its final submissions needs consideration of another committee meeting as soon as possible. This was agreed and a provisional date of 29th October has been suggested. All senior officers and working group leaders will be advised accordingly. Professor Mike Gibson was able to advise on the matters of strategy, context and further planning & procedure to assist the officers. The Chair requested that the services of our consultant should be sought further to maintain the momentum to bring this plan to referendum. Mike Gibson was minded to comment that this advice has been requested by the Forum and not suggested by himself. On this matter Mike Gibson agreed to meet/converse with Mike Whelan at some length to undertake these procedural requirements. ITEM 4: Stella Filmer The Chair advised that by way of correspondence Stella decided not to continue her work and support for the Forum. The Chair proposed that a letter of thanks should be considered for all her inputs and talent for bringing in the Green Working Group’s plan together in a timely and professional manner. The meeting unanimously agreed. ITEM 5.Any Other Business: Noting that the SBRA Beach News publication’s closing date for copy stands at October 10th, the Chair asked TW to draft copy for consideration as soon as possible noting the recent progress and urgent matters needed to be included. TW agreed. It was suggested that the Forum should meet again with ADC Officers to consider how the Forum might be enabled to complete its outstanding duties without any current funding! This remains a matter of urgency. The Chair was minded to speak with SBRA concerning the need for a new Vice Chair and a replacement for another Blue & Green Working Group Leader noting the return of ADC’s comments and the work their comments demanded to clarify our final Plan. Position of Officers prior to forthcoming AGM: DC confirmed his willingness to continue as Chair. Jonathan Marshall confirmed his position as Treasurer. Tony Wallington will resign as Vice Chair in order to take up the role of Community Engagement Officer.
