It was felt that it could benefit from some level of protection and from simple principles covered by GB3. Ownership and its current designation as a traffic island and its future use could be investigated further. 4- LNR: majority decides to withdraw from the list It was felt that the Beach already benefited from a life time best level of protection as a Nature reserve. Corridors are included in the LNR. LNR management committee will have to agree on anything happening to those corridors. 5- Soldiers Point: more details needed Clarification of the named area is needed Action: John Charlish to contact Gary Baines & Sharon Penfold from the friends of Shoreham Beach for more information on their work and the impact of the Environment Agency work at W1 Jacky to contact the Port Authorities (already acted upon please confer attached email correspondance ) John, jacky and Gwenn to attend a site field trip 6- Silver Sand: more details needed Jacky and the Friends of Shoreham Beach are already working in collaboration with the Port Authorities to protect the “Pink Childing” flowers as rare protected species in that location. It has proposed and is currently in discussion with the Port to designated it as a ‘Local Wildlife Site’ (the new name for SNCI). Action: Jacky to share correspondance with the Port on that matter ( already acted upon) Gwenn and anyone else to go to the E.A. ‘s head quarter on Beach Green car park to clarify where the flood defence will be on Silver Sand. 7- Fort: probably unnecessary The Fort is already listed as an Historical monument. Would there be an interest to any green spaces surrounding the Fort to become an LGS? Action: John to investigate with Friends of Shoreham Fort CONCLUSION The main issues are to define the limits of the concerned areas and the feasibility of the nomination depending on the land ownership and the evidence of support and eligibility that can be gathered for the application itself. It would also be very important to further understand the limitation that we would self imposed on the areas in term of use and access and level of landscaping then allowed. GB2 on Trees The majority felt that the promotion of tree planting was not necessarily the best way forward on the beach as the aspects, soil ( or lack of) and the character of the beach allows open views and make tree growing a potential hardship. However the idea to incorporate it into GB3 was strongly supported. GB3 on Landscaping It was decided to create a database of suitable plants including trees, shrubs, herbaceous perennials, annuals including native vegetation of tour unique Shingle Beach. Some advice on planting, flowering seasons, wildlife interests and habitats, water management, pockets parks... This policy should strongly encourage residents, local authorities and developers would be encouraged to consult with expert bodies such as Friends of Shoreham Beach and the Local Nature reserve management committee when planning for landscaping. Action: John to send plant list from Mayberry Garden Centre ( already acted upon) GB4 on Energy Majority supported to scrap the idea of a specific solution on Adur rec but would like to see a more generic support to renewable energy. The idea that the community could benefit from a form of Sustainable Energy collective/committee was expressed.(badly by me) This entity could behold & seek information on the energy efficiency or community income generation matter, possibly advise, crowd funds or support communal and individual initiatives. Conclusion It was expressed by some that no further actual meeting was needed from this point as long as some email correspondence was to follow. People present agreed to have their email addresses shared within the group. And no one not present expressed the desire to stay anonymous therefore emails will be circulated freely from now on. The majority of the people present at this meeting did not feel the need for further policies. However, I ( Gwenn ) would like to put forward some potential further ideas to be developed such as Waste management and signage campaign (better bin usage), Water management, Recycling and Composting, Sustainability by relevance of shops & services to minimise Carbon footprint. Promotion of & education on the Beach Green Assets. And finer tuning on Sustainability within Communal facilities to complement the Regeneration policies.   • Active by Design - Designing Places for Healthy Lives

    The Design Council is championing Active by Design in the UK – to address one of the most serious health issues facing modern society: increasing levels of poor health and the development of certain chronic diseases, brought on by a combination of lack of physical activity and poor diet. Active by Design promotes the use of good #design to encourage greater levels of daily physical activity in buildings and public spaces, and increase access to healthy and nutritious food. The need for this is being seen in vastly increased levels of obesity, heart disease, high blood pressure, stroke, type 2 diabetes, some cancers and even, possibly, dementia. This is coming at an enormous financial cost, most of which needs to be borne by an increasingly stretched National Health Service. The Design Council want to be a catalyst for change, finding new linkages and connecting aspects of our planning system, health service and the built environment sector, both public and private, where few currently exist and in ways that have not been done before. They believe it will improve the health of the nation, enrich the lives of individuals and provide both social and economic benefits to our cities and towns, and to the NHS. There is no single panacea. It is a BIG AMBITION that will be solved by many simple, practical solutions.   • A Virtual Tour of Potential Opportunities on Shoreham Beach - Part 1

    This video is the first in a series exploring the future development of Shoreham Beach. It is a virtual tour looking at the potential impact of community ideas and new developments in the area. The 3D model of 'future Shoreham' is the result of over two years of community engagement. It explores the feasibility of suggestions by the community and opportunities (highlighted in pink). Viewers are asked to consider whether or not the ideas featured in the video would enhance and protect the special qualities of our neighbourhood. Which of these ideas should be developed into Neighbourhood Plan policy? The main topics featured in this video are building design, community energy, parking and sustainable mobility. A 'rough cut' was first shown at the October 2016 Have Your Say Day. It has subsequently been revised and tweaked as a result of several brief consultations with stakeholders. Revision 3 . Part 1 . Jan 2017 Shoreham Beach Then, Now, Future? The roads haven't really changed, but a MINI is no longer ‘mini‘. Cars are getting bigger and bigger and it's becoming a bit of a squeeze more houses, more people, more deliveries, more cars, more clutter We need a plan… to guide future development Riverside Car Park: how we think the scheme will look when finished (March 2018) What if… short & long-term proposals for the next 15 years, suggested by the community We need to make a good first impression and be welcoming to visitors. Encourage low emission journeys and electric charging ports with cable management to avoid trip hazards. Solar carports can recharge the electric cars and provide added benefits… community energy, scalability, choice, revenue generation, weather protection for pedestrians, rainwater harvesting, green walls to minimise the negative visual impact of car parks and smart car park technology. Drivers could re-charge on their lunch-breaks, thus making the area an attractive place to shop and dine - boosting local trade. A solar car port would enable affordable, shared electric car use for business and leisure. Car parks should have landscaping to shield from exhaust emissions. Bike shelters with provision for trikes (and possibly e-bikes?) should be designed to enhance the street-scene and and promote modal shift through informative signage and maps displaying distance and time comparing different transport modes in the local area - within a 1 mile radius. Bike shelters can also be used as community noticeboards and / or generate revenue through selling advertising space. In the long-term it is worth considering the provision of cycle hire satellite stations for Brighton’s forthcoming bike hire scheme. Publicly accessible recycling bins should be provided in high traffic areas and smart waste systems (as implemented in Brighton - see example here) could potentially be utilised to reduce fuel costs, reduce emissions and avoid the consequences of overflowing. Bins should also be fox and ‘seagull-proof’. The built environment and street furniture could utilise complimentary colours and shapes for a cohesive design that echoes the landscape and existing architecture. Car parks are often the gateway to the area for new visitors, so it is important to set the right tone and ensure visitors are aware of the Local Nature Reserve status (and possible Local Green Space status). Public art could be utilised to establish a sense of place and respect for the rare flora and fauna such as sea kale and lizards. New public realms should ensure good permeability such as an ‘off-ramp’ from the pedestrian bridge to the west for cycles and buggies. Carefully placed signage could highlight exercise loops around the beach to encourage visitor exploration by foot rather than motorised vehicle. Traffic calming is required at this busy entry point to the beach. Raised pedestrian crossings (level with sidewalks) could double as speed bumps. New technology such as kinetic speed ramps could be installed to harvest electrical energy which is then stored locally and used to power public utilities. Further traffic calming is required on Ferry Road, such as further parking restrictions, road widening and/or a partial one-way system. The bistro atmosphere on Ferry Road could be enhanced by adding compact, modular furniture and planters to shield diners from exhaust emissions. The south side of Ferry Road adjacent to the main beach entrance could benefit from a combined low-level speed hump and pedestrian crossing. More cycle racks are required to encourage non-motorised journeys to the beach. There is also a lot of support for the boardwalk to be extended westwards. Cycling [1] should be allowed on the wide sidewalk section of Old Fort Road and this area should be clearly marked to avoid clashes and parked cars. Parking should also be allowed on verges where practical. Footnote 1: Our surveys and the recent Sustrans Bike Life Report found that 75% of people support increased government spending on infrastructure to make walking and cycling safer and more convenient, and that many also want to participate more in active travel themselves. NEW DEVELOPMENTS Architectural building plans should show adjacent buildings, height and materials (info) Allow provision for off-street parking and additional space to make it easy to recycle. Allocate storage space for bicycles and scooters to be accessible as cars so that it is easy to choose the most appropriate transport mode. Provide wiring to make it easy to connect and electric car charger. Driveways need to be permeable and gravel drives should be stabilised. Renewable energy systems, energy efficiency and rainwater harvesting should be integrated into the design of buildings.   • Draft Planning Brief for Beach Green Community Hub

    You may be aware that Adur Council is again advertising the Beach Green toilet block site as a development opportunity. The Forum Committee have prepared a Draft Planning Brief which sets out the views of local residents about the future development of the site. Crucially it provides the evidence to substantiate the view that the local community needs and wants more than just a public toilet incorporated in the building. The need is for a building that will be both a commercially viable café and a community hub.     Wednesday 12th December The Harbour Club 2. Treasurer Approved: Jonathan Marshall (JM) was welcomed to the committee and has agreed to be the Treasurer. 3. Action Points from previous minutes: Community Facilities Working Group MP again indicated that no action has happened since the last few meeting – he was offered assistance and encouraged to accept this. He also asked for copies in a readable format to himself of the HYSD analysis - MW agreed to send this - WSCC school figures – WSCC indicated that they were not reviewing school places until some time next year and that a meeting could be held in the future to discuss- see minute 9 Photo for website – committee members reminded/asked to send a photo of themselves to MW for the website (or to express that they did not want a photo included). Regeneration WG to discuss Ferry Road/mobile/broadband speeds - DC to report by email to all Letter to be sent to arrange meeting with local organisations/stakeholders- carried forward to next meeting Mike G to circulate work done by ‘businesses/employment Working Group Mike W and Mike G to work on script version of 3D model and feed into document - carried forward David C to cross reference Local Plan to ensure familiar with relevant regeneration info DC to email to all outcome prior to next meeting 4. Working Practices - the committee were again asked to respond to emails within a time period - 36 hours, or to acknowledge receipt of emails in that time frame. Secretary - at this time no secretary had been forthcoming – JH taking minutes (following the meeting JH advised of a potential secretary and that will be reported to next meeting). 5. Treasurer’s Report - Financial report had been circulated to all committee prior to the meeting and had been discussed with Locality who were content with its content. DC expressed his concern that this was not an account presentation and that he could errors in the figures (to be amended… ) It was acknowledged given the resignation of previous treasurer’s and resources available - a meeting to review funding to date/next steps and fundraising is to be arranged (ahead of next management committee meeting). 6. Beach Green Cafe An extended conversation and discussion took place on this subject, with various views expressed. A paper in the form of information gathered at HYSD’s and other input from residents had been circulated prior to the meeting. DC was against any communications being sent to either the council or any prospective developer, others felt that it was vital to communicate the information available at an early stage - MG arrived and was brought up to speed. MG gave his professional view, that was that this information should be sent ASAP - the Committee agreed that this was the course of action and MW agreed to collate the Beach Green Draft Planning Brief and after the committee being able to input it to be sent by no later than Wednesday 14/12/16 to the council and prospective developers known publicly. 7. Draft Policies - Neighbourhood Plan structure - MW and JB had put in an enormous amount of work on this subject and would continue to refine this. MG shared the required process to be adopted in ensuring that the format and any policies did not conflict with either ADC/WSCC policies. It was generally felt that we were on track to completing this element and that moving forward was well on target . 8. Working Group reports Community Engagement ( JB) had taken over this group and along with input from (MG) (and previous work/documents from Emma Whelan) was in the early stages of working on this afresh, JB would update at the next meeting Transport and Movement (MW) MW continues his excellent work in this area and the information on this can be viewed on the SBNF data web site MW added that he has had several very helpful meetings with various organisations that would be reflected in this information c) Regeneration (DC) DC had previously circulated an update on this area and will send additional information when it is available to the committee. d) Green and Blue Neighbourhood (GPT) GPT had also attended several organisations meetings that were helping her grow her knowledge and assisting in formulating thinking on the structure of policies that would be achievable, as well as acceptable to the community and the council. e) Community Facilities (MP) - See minute 3 bullet point It was generally agreed that a workshop or workshops were needed for groups and to move forward on the actual policy documents for the NP. These would be scheduled in for the new year - this would include those who had already been able to gather together basic information, and constructed draft policies from information available to them. 9.   • Final Report on concepts for school expansion and Beach Green development by independent planning sp

    Final report: http://bit.ly/sbnf-aecom-report-L Background Many ideas, suggestions and options about development opportunities have emerged from our community engagement work over the past two years. Inevitably there are competing views – what to some residents is an opportunity to improve the Beach may be seen as a threat by others. Moreover, some developments could be implemented in the first five years of the plan period, whereas others will not be feasible until later and may eventually prove to be non-deliverable within the 15 year life-time of the Neighbourhood Plan. The Shoreham Beach Neighbourhood Forum made a successful bid for an Urban Design Consultancy Package from the Government programme for supporting communities preparing Neighbourhood Plans. Thus independent planning and urban design consultants AECOM have prepared sketch schemes to help Beach residents to more fully understand the potential development opportunities which have been identified by residents. Objective Ideas for potential development up to 2031 These schemes are not firm proposals but they are technically feasible. They were presented to enable residents to discuss them with independent external professionals and express their opinions (or offer alternatives). Feedback from residents was reviewed by AECOM and SBNF as an evidence base for site specific interventions across the Neighbourhood Plan area. Following on from the consultation exercise, it was agreed that there was sufficient interest in delivering an improved school facility to warrant the preparation of two additional spatial options. Consequently, AECOM prepared the following options: Beach Green Option 3 This option is based on Beach Green Option 2, but with a primary school instead of residential development on the car park. As with Beach Green Option 2, the car park moves towards the middle of the open space. Split School Site Several consultees suggested retaining the school site in some form of community use. Following on from these suggestions, it was agreed that there might be merit in looking at a school option which provided for nursery and Key Stage 1 (up to 7 years) in a new facility on the existing site and Key Stage 2 (7-11) in a new facility on the Harbour Way Industrial site. Both of these new facilities would provide additional community provision for the wider community, which would be available outside school hours. This short report comprises the following: • Section 2 of the document sets out the rationale for choosing the sites which formed the basis of the options exercise; • Section 3 provides detail as to the options; • Section 4 records the responses from the public events held in October 2016; • Section 5 offers additional spatial options arising from that consultation exercise, and • Section 6 provides a summary of the outputs. Community Engagement ( MG) MG explained meeting with JB and that he was confident that she would be a valuable asset to the Forum. Discussion took place on the need to have a meeting with the school and that a meeting with SBRA was needed possibly before the SBRA AGM at the end of Feb 2017. James Appleton had agreed to facilitate meetings for the Forum, however no progress on this was available It was also felt that WSCC should be more involved and that Lydia ( WSCC) should be asked to facilitate a meeting. b. Transport and Movement (MW) MW showed the committee some IT projections on potential footpaths links across and under the A259. He advised that he was in contact with WSCC, Ricardo, and the EA, and that various meetings to develop areas that his group had a focus upon were planned shortly. Parking on the beach continues to be a topic for discussion. c. Regeneration (DC) DC outlined the way in which his group ran, and that he would forward bullet points to the chairman shortly for distribution. d. Green and Blue (GPT) GPT indicated that she was having issues gathering all her group together as availability was key however she was moving ahead with various topics aided by others. DC offered assistance to ensure that the reporting back was given to the committee, this was accepted and DC and GPT are to meet. e. Community Facility (MP) MP reported that nothing had happened with his group. It was generally agreed that Working Group leaders needed to have a much closer liaison and that MG would be the ideal person to drive this forward. The Working group leaders should forward notes and recommendations etc to the Chairman, who would then circulate to the committee. 6. Next HYSD this was discussed and it was generally felt that we need to ensure we have all of the information we want to show at that event clearly worked up and then to spend time ensuring it is all up to date . It was also decided that we should have the draft plan available at the next HYSD. 7. AECOM although AECOM had completed the work, we have not yet received the final corrected report- this is needed and should be chased by? 8. Funding etc this area was discussed, various suggestions. The situation re the council funding is still less than clear, and this issue need to be bottomed out. MW would forward ideas on crowd funding and other ideas to the committee for consideration. We should approach WSCC Lydia to assist in funding. DC advised that SBRA had assisted the houseboat owners and that as SBRA are a major stakeholder in the area, they would be able to assist in funding and fundraising, and a meeting to explore this should take place . 9. The concept of Xmas drinks was discussed and although it could be a positive move, with no funding it was not sure how this would work. NOTE:- At the end of the meeting MP asked for the analysis of the recent HYSD, as chairman I advised that I would request that this is looked into. Action: Gwenn to book HC large room for Tuesday 29th November, 5.45pm to 7.15pm and promote this small-scale event+nibbles… Gwenn to present rain gardens+ the National Federation of Parks & Green Spaces (NFPGS) Gwenn to ask Chloe Rose from RSPB for her additional expertise FYI- Brief from Steve Salvage “the role of the gardens on the beach in regards to the nature reserve. No habitat exists in isolation but relies very much on the surrounding habitats that it is connected to. In this respect, the beach gardens are an extension of the nature Reserve. This is particularly important to invertebrates such as bees, many of which will forage in peoples gardens especially outside of the flowering period of the beach flora. The gardens also provide important nest sites for solitary bees (most of the 250 species of UK bee are solitary bees) and bumble bees. The gardens also provide important hibernation opportunities. In return the bees provide a valuable and important pollination service to the rare shingle plants and also the plants in peoples gardens. So while the gardens are a valuable linked habitat to the nature reserve, the gardens also benefit by their connection to the nature reserve. I am keen to share this with local residents, also some simple ideas (for now) how people can help wildlife such as bees. I am also interested to find out more about what animals live/visit peoples gardens and encourage them to record observations.   • Join the Green Working Group

    Much has been done to prepare for the last Have Your Say Events earlier this month which I hope you may have had the chance to attend. However much remains to be done: We have gathered plenty of feedback forms which we need to process and act upon. Policies remain to be refined and possibly some still to be defined. There are some very exciting prospects and projects that could emerge from all this public engagement and body of evidence that has been gathered over the past 2 years. It is so wonderful to witness a Neighbourhood coming together to talk about issues that matters to them, their family and community - whatever they may be. Within the Green & Blue Neighbourhood group (renamed after considering how much blue our green neighbourhood was made of on the Beach!). We will continue looking at ways to achieve a sustainable community and seek to further protect the 'Green and Blue' spaces on the Beach - and finalise the relevant policies. Some of these issues could be further defined with a 'statutory policy. ' Others will appear in the 'non-statutory' part of the Neighbourhood Plan: ideas and wishes to include threads and projects that could be made viable via the gathering of like-minded people and brought to action. People who want to make a difference within and for their community. We will be further focused on working together with residents and 'friends of...' groups already working for - and with - the community - on the Beach. We will be creating links with the different local organisations and stakeholders, to secure more manpower and other potential opportunities for financial support to projects. We intend to explore ways of accessing funding to make things happen. We will explore what corridors and rain gardens are. We will engage with flooding issues and the Environment Agency Tidal Walls scheme. We will look at sustainable energy: we will be working with our children to help them define what they love so much about the Beach and what kind of Neighbourhood they want when they grow up! The debate remains open, ideas and intentions can manifest where there is a will. This Forum is a platform, it generates policies and witnesses the genesis of many ideas. As a member of the Shoreham Beach Community your input in this Plan is very valuable, even crucial. If you think you would have a bit of time to meet up as a group to drive action and ideas forward.
