- Management Committee minutes - Feb 2016
17th February 2016 The Harbour Club Initial Management Committee Meeting with newly posted Shoreham Beach Management Committee members (only) & Mike Gibson Planning Consultant In attendance: Dawn Clenton-Sparey (Chairman), John Haffenden (Vice Chairman), Maria Johnson, Melissa Onslow (Treasurer), Emma Whelan, Jennie Tindall, Viki Carter (Secretary) Apologies received from: Howard Carter, Ben Stride & Maurice Pitchford. Minutes to approve Previous Management Committee Meeting 13th January 2016 – unanimously approved. AGM 6th February – unanimously approved. Future of AOAC - options and possibilities John H stated there was no further update from the conversation he had with John Mitchell at Adur District Council 6 weeks ago. Dawn CS, John H and Mike G had an initial meeting with Mike King from Releasing Potential. We are awaiting further updates. Other parties believed to be interested are a company that runs leisure centres in the South Downs & Worthing; the company that runs Adur pool in Southwick and a local School/Academy. There is currently no date for tender submission in place. There was a question on the Have You Say Day forms regarding people’s views on the future of the centre which will inform the SBNF’s position. Liaising with Beach Green Developer/LPA Mike Gibson agreed with John Williams (Developer - Beach Green Development) he’d send the SBNF Q&A notes on the public consultation to John Williams & James Appleton (Adur District Council) to agree - then upload on SNBF website. ACTION: Mike G/Dawn CS - send notes/agree sign-off with James Appleton/ John Williams - then upload to SBNF website Jennie T asked what the consensus of the consultation was. Mike G responded that there was no consensus - some resistant to development, particularly outside red line/some thought it was positive. There was some discussion around the handling of the preferred developer process. Mike G recommended we contact James Appleton (Adur District Council) and request he set out the procurement process as this was an issue that was raised at the public consultation on the HYSD. ACTION: Dawn CS to write to James Appleton Emma W asked what our role has the SBNF is in this? Mike G responded that in this situation it is clarification – to put out a statement about the process following a response from ADC. Dawn CS added it was to clarify & simplify. The Forum has been involved with the public consultation from the point at which the preferred developer was confirmed to SBNF (Tuesday 2nd February). The first two steps by the forum will be a statement on the website about procurement process and the notes of the Q&A signed by the 3 parties noted above. Mike noted that normally the developer gets the land on condition of planning permission and its only when the planning application is submitted that anyone - outside the council or developer - will have knowledge of it. At this stage the developer is not committed to a planning application, they have a time-frame to engage and decide if they wish to invest. There will then be a pre-application design process. At this stage there is usually consultation - although not necessarily with local residents. Mike G stated that it was important to know what has happened to date; what the next steps are and the timescale. What work is the developer going to do to move on? What are SBNF going to do? Dawn CS reported that within the Q&A notes on Beach Green on 6th February there was a question about the ‘council & community engagement.’ Mike responded there are 3 parallel streams of activity (1) Local town plan; (2) Neighbourhood plan; (3) Activity on particular sites. The developer has written to Mike G who requested ‘any correspondence must go through the SBNF Chairman.’ There was discussion around a balance between ensuring any development plans don’t go against the locals wishes and a concern over nothing happening at all due to local resistance. Funding for 2016 - Update Dawn updated the funding situation. SBNF recently received a Neighbourhood Planning Grant to be spent by 31st March 2016 - £3935. The next application will be for £2,065 to be used by March 2017. John noted thanks to Mike Whelan for the website and other work he has done for the Neighbourhood Forum. This was seconded by Mike Gibson and others on the committee. Mike Gibson clarified his fee arrangements for new committee members. AGM/Have Your Say Day - 6th February 2016 Dawn reported that the day went well with a good attendance both for the AGM and the HYSD. Mike Gibson re-iterated this and felt that good progress had been made. Emma filmed some of the HYSD and suggested putting some bite-size sections of Mike G summarising what a Neighbourhood Plan is on the website. This was agreed. ACTION: Emma to edit & upload for website Emma stated there were 12 forms regarding the Community Facilities, green spaces and landscaping (including Beach Green) completed on the day and a further 10 completed online after. John stated that when forms are being entered onto the website there must be no editing – it must be clear what people are saying. There was some discussion around the process for gathering all the information so it can be analysed. There are a number of maps from the HYSD workshops with post it notes with comments/suggestions on (from both October 2015 & February 2016 HYSD). It was agreed that Maria J, Melissa O, Dawn CS would take these and type the comments/suggestions out verbatim, once this has been done they should go to Mike G for analysis. ACTION: Dawn & Maria, Melissa to type comments/suggestions. Mike to analyse Working Groups Arrangements to develop draft Neighbourhood Development Plan policies for April Have Your Say Day Mike G clarified the process for the next Have Your Say Day is to develop policies for the draft neighbourhood plan. It would therefore differ from the previous Have Your Say Days which have involved gathering ideas. The next one should be a policy discussion day. Before then Mike G will polish up the workshop questionnaires and place them on the website to promote them. ACTION: Mike Gibson/Mike Whelan – finalise questionnaires There was some discussion around the April Have Your Say Day date and location. It was agreed if possible that it should be held at The Church of the Good Shepherd in order to engage with the residents of West Beach. The Quays bar at Emerald Quays was also put forward as it has been more difficult to engage with those living in flats however it was rejected on the basis of a limited size and lack of parking. It will be considered for smaller workshops that will take place at later dates. The following dates for HYSD were proposed - 12th / 13th / 19th / 20th / 21st April. John will check dates with Church of Good Shepherd. It was suggested week commencing 18th April would be preferable to give more preparation time after 6th April SBNF Management Committee meeting. ACTION: John to liaise with the Church of Good Shepherd Mike stated that he would put ideas together for draft policies based on the information from each working group. The evidence for this needs organising. The Household survey to be finalised onto website so people can comment on it and the data can be analysed. Mike Gibson to discuss with Mike Whelan to clarify if all the information has been entered. Mike G will resolve the content then Mike W will place on the website after which it can be analysed – further discussion around how best to do this is needed. ACTION: Emma/Dawn/Mike G, Mike W – to discuss on 25th February, 1pm: An updated Communications and Community Engagement Strategy, including the web-site and relationships with key stakeholders - including SBRA, the Houseboats, Shoreham Beach Primary School, Environment AgencyThere was some discussion around stakeholders. It was felt that although there had been consultation with stakeholders other than SBRA it had not been evidenced. At the Have Your Say Day in October attendees were asked to respond regarding their status as Stakeholders eg. Port Authority. Dawn had attended a Shoreham Management Meeting (last year) where she met Friends of Shoreham Beach (FOSB); a kite surfing group and others. Suggestions included the wish for a community hall here. Mike stated that once the stakeholders have been identified SBNF can send them bulletins to cascade to their members as already happens with SBRA. John mentioned an existing ‘Shoreham Beach Facebook group’ and whether SBNF could engage more via this route. Dawn has been in contact with the Environment Agency (EA) regarding the EA plans for Shoreham which have particular impact for the houseboat residents. The EA have offered to do a workshop/event around this. John stated that if this is to happen the EA must send a technical specialist not community engagement, Mike and others concurred with this. ACTION: Dawn to liaise with EA about workshop/event Dawn has arranged a meeting with Chair of Governors & Head Teacher of the Beach Primary School, Miss Woodman on 25th February to discuss effective engagement with the school. ACTION: Dawn to update committee on this meeting To include a meeting for Mike Whelan to brief all about Website – not discussed at this meeting. ACTION: Bring forward to next Management Committee Agenda. Regular meetings with MG between Management Team Meetings Mike suggested dates should be fixed for Management Team and then other meetings in between. Dawn stated these meetings would be set up using doodle which had proved successful for this meeting. Local Planning Authority - report of meeting 27th January 2016 Dawn, John, Mike attended a meeting with Moira Hayes & Cat Hutchinson (Adur & Worthing Local Planing Authority) who are undertaking the Local Plan to ensure SBNF are working in tandem with them. Dawn has updated Moira on the HYSD on 6th February - by phone. Shoreham Beach Residents Association AGM 27th February 2pm SBNF have been invited to talk to SBRA AGM with an update. Dawn/John to attend. ACTION: John to arrange attendance time with Joss Loader (Chair, SBRA). Best working practice and SBNF Management Committee All emails to shorehambeachforum@gmail.com . Mike clarified that the aforementioned email address must be used for everything related to SBNF. It was noted sbnfchairman@gmail.com email address is no longer to be used. Any other business SBNF has been contacted by Peter Davies (Shoreham Port Authority) regarding a block of garages (before Ferry Road car park by the entrance to the tow path). The owners have received an expression of interest and organised a group to potentially develop the land and move the garages underneath. The land is owned by the Port Authority who want to sell it and are likely to do so at a peppercorn rate. Dawn has phoned the Locality to see if SBNF can do anything - who suggested possibly ‘crowd funding.’ John reported he has researched the lease/ownership situation of the Beach Huts as some of the initial Beach Green concepts showed drawings with them moved or placed elsewhere. The agreement is a license (not lease) for people to put a beach hut on the plot, it is extinguishable by 3 months’ notice either side. If sold the owner must give 3 x annual license fee to council or 10% of sale price. Next meeting(s): Wednesday 9th March, (& 23rd March)? Wednesday 6th April, (& 20th April)? Wednesday 11th May, (& 25th May)? Wednesday 8th June #survey #minutes #BeachGreen #management

- ANNUAL GENERAL MEETING 2016 - minutes - Feb 2016
Saturday February 6th 2016 Shoreham Beach Primary School 10-11am John Haffenden (Vice Chairman) introduced himself and welcomed everyone to the AGM. Chairman’s report Presented by Dawn Clenton-Sparey John explained the nature of the Neighbourhood Plan. Treasurer’s report Presented by Dawn, who briefly explained the funding process for grants – an application is raised and submitted to the Locality, SBNF then provides invoices which are sent to the Locality for approval. The most recent application was raised on 4th February for just under £4,000 to fund the new website and to pay for our planning consultant services (Mike Gibson). Election of officers Prior to the election of new officers, the Chairman thanked our management committee members and leaders of our working groups Maurice Pitchford (Community Engagement) & Jenny Tindall (Sustainability) who have both sent apologies due to illness. Apologies also received from Emma Whelan. Thanks to the following people were also noted: Howard Carter and Linton Wightman, Julia Watts, Maggie Taylor and Joss Loader The following officers resigned from the Committee during 2014 and were thanked for their work: * Vice Chairman – Joss Loader - contributed as Ex-officio Committee Member as Chair of SBRA * Treasurer: Julia Watts - replaced by Emma Whelan * Secretary: Sarah Howarth - new Secretary to be elected * Membership Secretary: Maggie Taylor - not replaced Officers for 2016 were confirmed as follows: * Chairman: Dawn Clenton-Sparey * Vice Chairman: John Haffenden The following new officers were proposed by Dawn Clenton-Sparey and seconded by * John Haffenden: * Treasurer: Melissa Onslow – unanimously agreed. * Secretary: Viki Carter – unanimously agreed. * Membership Secretary In the light of experience, it was proposed by John Haffenden & seconded by Emma Whelan to amend the Constitution to delete the Membership Secretary from the list of Committee Officers. This role will form part of the Secretary role taken on by Viki Carter. This was unanimously agreed. Election of Committee members Committee members wishing to continue in 2016: Cllr Ben Stride, Maurice Pitchford, Jenny Tindall, Emma Whelan, Howard Carter. New committee members Maria Johnson (nee Sanchez) proposed by Dawn Clenton-Sparey & Seconded by John Haffenden – unanimously agreed. The contribution of SBRA to the development of the Neighbourhood Plan This item was amended to an explanation of the Neighbourhood Plan given jointly by Dawn Clenton-Sparey & Cllr Ben Stride. Dawn gave a brief introduction into the Neighbourhood plan and what it is - clarifying that it’s not Neighbourhood Watch or SBRA although SBNF management committee is appreciative of support received from SBRA. Dawn & Cllr Ben Stride spoke about the Neighbourhood Plan and the process involved. The Neighbourhood plan was originally started as a reaction to development and the issue of ‘two for one’ development on Shoreham Beach. However, it encompasses many other things including: the highway network; flooding and drainage; businesses on the Beach – many of which are individuals working from home. Different working groups have been set up to consider all the separate areas. It is possible to never get a plan finished as it keeps expanding. Now is the stage when SBNF intend to start reining back in to deliverables, including business, transport and movement, community facilities, leisure areas and green spaces. Once SBNF has feedback from the local community the relevant detail will form the Neighbourhood Plan which will be a legal document have to be taken account of by developers and planning committee when deciding on planning applications. Mike Gibson (Planning Consultant) assists with this stage of the process – ensuring the plan is documented and doesn’t create any loopholes. This document will form a draft Neighbourhood Plan which will be voted on by the local community – 51% of those who vote must be in favour of the plan for it to be approved. Dawn stated that all those in attendance were welcome to ask questions of the committee about the plan and thanked everyone for coming and emphasised SBNF Management Committee members and Mike Gibson would be present and available throughout the remainder of the day for any issues, questions or comments to be raised directly. John drew everyone’s attention to the programme for the Have Your Say Day which followed the AGM – see Appendix 3. AOB Cllr Liza McKinney (Shoreham Beach Residents’ Association) stated that she wished to be clear that the SBNF ideas are not SBRA’s. SBNF is totally independent from SBRA. SBRA are not in a position to say yes or no to the proposed Neighbourhood Plan until the draft comes forward. At that stage SBRA will need to gauge the response of all residents on the Beach as to what’s on offer and SBRA will then be able to come forward with a proper statement. Questions from attendees: What is the timeline for the plan & are any statutory limitations on the timeline? Dawn stated SBNF were aiming to have an early stage draft plan in June 2016. This plan needs input from the people of Shoreham Beach. Mike added there are no statutory limitations on the timeline. Across the country there have been 1000 plans commenced since 2011, most in parishes but about 80 or so in urban areas, 100 or so have got through to the end of the process and are now sitting alongside city plans. Examples were given of Birmingham which took 4 years from inception to plan and Hove - 3 years (not completed yet). Mike Gibson responded that there is a clear process for this: establishing the issues and taking into account a range of views before assembling the evidence hopefully in the Spring. On basis of that draft policies will be sent out to people via the website and people will be able to consult informally. There will then be a 6-week statutory consultation on draft plan – the current aim is for this to happen over the Summer. After this a draft Neighbourhood Plan will be submitted to local authority who will consider it, feed back, then the independent planning inspector will examine it and the referendum will take place. If the referendum votes yes to the plan it is added to the local authority plans and adopted as part of the wider local plan. This will be a long process which should be completed next year. The Neighbourhood Plan must not contradict the Adur & Worthing local plan and therefore SBNF Management Committee are working closely - with regular meeting’s - alongside Adur & Worthing District Council on this. To be approved, the plan must have over 50% of the vote in the final referendum – everyone in the area over legal voting age is eligible to vote in the referendum. How will information about the Neighbourhood Plan reach people? Dawn asked for further support from local residents to help SBNF do that by talking to neighbours - for example - and directing them to the website. Cllr Liza McKinney enquired about reaching people who don’t use websites. Mike Gibson responded that if we can identify people who don’t have internet access leaflets can be put through their door. John also added that the Beach Household Survey was delivered to every house on the beach – around 10% of households responded which is in line with what would be expected for a survey of this type. A question was raised regarding reaching all the flats on the Beach and it was acknowledged that with security doors etc this was not always possible but anyone who knows people in the flats should ask them to get in touch with SBNF if they are interested in receiving information. Joss Loader (Chair – SBRA) asked what percentage of other Neighbourhood Plans have been approved? Mike G stated that all that have gone to referendum have been approved although some get delayed before the referendum. The aim is to iron out any issues prior to that stage via public consultation. #SBRA #funding #management #survey #minutes #planning

- A more interactive website for SBNF
Our new website is now live and we want to hear your views. The site is full of useful resources and ways for you to help us shape the future of Shoreham Beach. Please take a look and post your feedback here, or chat directly with the web designer at our Have Your Say day on Saturday 6th Feb, 11am - 3:30pm. The Neighbourhood Plan aims to protect and strengthen what works here (as decided by the community) and change what doesn’t. To do this well, we need more views aired, more opinions shared and more ideas coming from you - the community. We are developing interactive tools to gather your ideas and turn proposals into policies. Time is running out for you to have your say and help shape the future of Shoreham Beach. Our target is June 2016 - we want to hear from as many people as possible. Please bookmark www.sbnf.co.uk
- Beach Green - Public consultation at the next Have Your Say Day
UPDATE on 9th Feb 2016 - the green spaces and facilities workshop is now online for those who could not attend this event: http://bit.ly/sbnf-2016-2 A new cafe for Shoreham Beach green? Come and Have Your Say! From 12 o'clock on Saturday 6 Feb, you will be able to meet with a developer who hopes to build a cafe on Beach Green selling healthy food. The developer and architects are keen to hear your views on the development of the cafe and possible ways to enhance the surrounding area so that this can be incorporated where possible. The developer will be accompanied by James Appleton - Head of Economic Growth at Adur and Worthing Council. Note that at this stage, the council has not granted permission to develop on any other part of the site other than the toilet block. This is your chance to have your say. What else would you like to see in the surrounding area? Wilbo's Restaurants were awarded the status of preferred developer from the organisations which responded to the council's request for expressions of interest. In developing the council-owned 'toilet block site' - a process that was fully explained by James Appleton at the October 2015 Shoreham Beach Neighbourhood Forum 'Have Your Say Day.' Their initial concept is the first stage in the evolution of a scheme for which they may eventually submit a planning application. A key issue appears to be that the cafe-restaurant/toilet may not be viable without some adjacent 'attractions' which will generate more footfall. The document makes it clear that these are only initial proposals and the developer wishes to hear from local people what they think should be provided to meet local community needs. We are now finalising the programme for Saturday, given these last minute developments - to include a workshop which will focus on this issue to start at about 12.00pm. The developers will present their ideas but will stress that they are there to listen to the local community. James Appleton (Head of Planning, Regeneration and Wellbeing at Worthing Borough Council) will be there to answer questions about the council's position. Mike Gibson - our planning consultant - will introduce and facilitate this workshop. If you are on Facebook, please visit our Event Page and let us know if you will attend on Saturday: https://www.facebook.com/events/1202016173146089/ #BeachGreen #design #planning
- Have Your Say Day and AGM - Feb 2016
At our next Have Your Say Day you'll be able to see how the Neighbourhood Plan is developing and share views with the working groups. Residents and businesses have been working with Shoreham Beach Neighbourhood Forum to develop a plan for the area. The plan looks at all aspects of what it is like to live and work on The Beach, including things like housing, transport, education and community spaces. What makes Shoreham Beach special? • What would you like to see improved or changed? • How can we improve facilities for the young and the elderly? • Could we be a beacon for environmental excellence - developing our community in a truly sustainable way? We need more views aired, more opinions shared and more ideas coming from you - the community. Time is running out for you to have your say and help shape the future of Shoreham Beach. Our target is June 2016 - we want to hear from as many people as possible. Come and tell us your thoughts. We’ll be at Shoreham Beach Primary School on Saturday 6th February 2016, open house to all - we’d love to hear from you. There will be tea and coffee. There will be biscuits. There will be good conversation. Come and join us and help develop a place you want to be part of. #survey
- Management Committee minutes - August 2015
19 August at Joss Loader’s house 7.30pm Present Mike Gibson, Joss Loader, Maggie Taylor, Ben Stride, Maurice Pitchford, Julia Watts Apologies Jennie Tindall, Dawn Clenton Sparey MG summarised progress so far. The application has been submitted to ADC and apart from the membership map the supporting documentation is in place. The application will show links to the SBRA website so we need to produce pages on the website. ADC will put a notice in the Shoreham Herald. Consultation period is 6 weeks and will start in September. After this period the application goes to Pat Beresford as Cabinet Member for approval. In the meantime the grant from locality of £7,000 has been approved. The mechanics of payment is that it is paid to ADC and then back out to us. JL, MT and DCS have been to the bank to start to set up a bank account at HSBC. We need a vice chair and a membership secretary. JL is vice chair and Yvonne Campbell to be contacted by MT to see if she would be willing to be membership secretary. BS to finish the membership map. It won’t be finished immediately. He needs names and addresses from DCS but he has software to help him produce it. It is of concern that we don’t have as many members at the Western end of the Beach. David Johnson to be asked if he can recruit in that area. We discussed a leaflet drop explaining the progress so far and an outline of NDPs to the whole beach and giving contact details and website links to the consultation documents. This should be delivered in September and could probably be delivered by the usual Beach News deliverers. The cost of this could be initially funded by SBRA but repaid by the forum as soon as funds and the bank account are available. JL has written a draft Community Engagement proposal as a starting point. It was agreed that we should have two Community Engagement events in October, one in the school and one in the Church to attract more members from the Western end of the Beach. The proposed dates are- Community Engagement Events 23rd and 25th October Management meeting dates:- 23rd September, 15th October, 13th November, 10th December. MG really would like all the working groups to be running simultaneously but most members felt that we didn’t have enough members to populate the groups so we agreed to start with Community Engagement but also the Development Group should start work so that some ideas could be shown for the first community engagement event. DCS is to head the Development Group with guidance from MG. MG handed all members a copy of ‘Neighbourhood Plans Roadmap Guide’ for everyone to read. AOB Individuals’ planning issues relating to current planning applications should be referred to BS and Liza McKinney not to those members of the management committee of the forum. #minutes #management
- Management Committee minutes - March 2015
Tuesday, March 31, 2015 at the Harbour Club Funding - The £1,200 bridging grant has been spent by the NP, according to the agreed expenditure budget set with Locality. Household Survey progress update - Work to prepare a printed and online version of the survey is now nearing completion. Distribution is due to commence on April 22. Joss Loader is leading this work, and an independent analyst will be used by Joss to prepare feedback. It is hoped that Adur District Council will fund survey costs. Planning & Regeneration Working Group – progress on the Characterisation Study - Julia Watts will update the committee at the next meeting. Informal Executive Meetings - Dawn emphasised the need for these meetings on a regular basis and invited committee members to attend where possible. The next one is scheduled for Thursday, April 16. Nomination of Beach Green Toilet Block as Asset of Community Value - This issue was covered first in the meeting, in order to clarify whether the forum had approached the council with an ‘Expression of Interest’ or applied for an ‘Asset of Community Value’. It was made clear that we have applied to the council for the latter which all agreed was the right way forward regarding the proposed development of the toilet block. The NP will have some involvement in the toilet block in a supportive ‘soft way’ as suggested by John Haffenden. John has arranged a meeting with an interested third party which will be attended by Cllr Ben Stride and other committee members. To further clarify, the registration of the Asset of Community Value means that potentially any community group can put together a bid to develop the toilet block. AOB - It was suggested that the Church of the Good Shepherd host future management meetings. The next one is scheduled for Tuesday, April 28. Review of minutes of meeting from 26th February 2015 - Minutes were agreed Image courtesy of http://www.schultzeworks.com/philcopc/ #management #minutes #funding #survey #planning
- Management Committee minutes - Jan 2015
21 January 2015 Harbour Club Minutes from December 11, 2014 meeting - Approved Future funding & Community Development Funding/grant monitoring end report – the outstanding balance was returned to Locality, prior to Christmas, following a decision to consider expenditure carefully for the coming year. The chair, Dawn Clenton-Sparey, reported that she had received advice regarding a further bridging grant for £1,200 to cover expenditure for the remainder of the financial year. The application has been submitted – decision pending. Projected expenditure includes professional planning consultancy and a contribution towards website development/printing costs for a Household Survey. Further grant funding of £8,000 will be available for 2015/16. Update & actions forward, aims/objectives - end date/target for Neighbourhood Plan: sustainability report, surveys. The management committee intends to try to complete the Plan by November 2015. It was agreed to develop a Characterisation Study as a matter of urgency – this will help formulate the Vision for our plan. Work to start in February. Survey The next stage is to start conducting a survey before the end of March – identifying ‘hard to reach’ groups such as Young People, Houseboat residents etc. Local expertise will be used to reduce costs. A meeting has been held with Adur District Council to discuss the way forward. The results of the survey will help to drive the Plan objectives. The next ‘Have your Say’ event will be arranged at the end of May, to share the feedback from the survey and resulting objectives. Working Groups next steps & updates - The most active groups (e.g. Development) will continue to meet but the remit of the less active groups will be reviewed again once the results of the Household survey are in. Any other business All to review the Ferring Neighbourhood Plan before the next meeting. Image courtesy of http://www.schultzeworks.com/philcopc/ #minutes #management #funding #survey
