  • Consultation Launch - and a chance to have your say

    Shoreham Beach Neighbourhood Forum has achieved a major milestone following the launch of the public consultation exercise by Adur District Council on August 20. This followed the successful submission of the application for official designation of both the forum, and neighbourhood area (Marine Ward). The application is being made available for public consultation for six weeks until Wed, October 1, 2014. Please follow the links at the bottom of this update and fill out the questionnaire, to indicate your support. The consultation seeks the views of people who live and work in the areas and other interested parties, to establish whether the proposed area is appropriate for neighbourhood planning and whether the neighbourhood forum is representative of people in the area. We are aware that the western end of Shoreham Beach is somewhat under-represented at the moment. Please forward this update to any friends or contacts on the Beach – particularly those living west of Ferry Road - and suggest they sign up to the forum. Likewise, please ask them to fill out the questionnaire. Any new members should email shorehambeachforum@gmail.com with their contact details. We also plan a mailshot to everybody living on Shoreham Beach in the next couple of weeks, to ensure everybody is up to speed – and has a chance to have their say. If the application is approved, the forum will be able to produce a neighbourhood plan for the area, with implementation subject to a “yes” vote during a public referendum. If this forum is approved, no other organisation can be designated to produce a neighbourhood plan for this area (unless the designation expires or is withdrawn).   • Management Committee minutes - August 2014

    19 August 2014 Joss Loader's House MG summarised progress so far. The application has been submitted to ADC and apart from the membership map the supporting documentation is in place. The application will show links to the SBRA website so we need to produce pages on the website. #ADC will put a notice in the Shoreham Herald. Consultation period is 6 weeks and will start in September. After this period the application goes to Pat Beresford as Cabinet Member for approval. In the meantime the grant from locality of £7,000 has been approved. The mechanics of payment is that it is paid to ADC and then back out to us. JL, MT and DCS have been to the bank to start to set up a bank account at HSBC. We need a vice chair and a membership secretary. JL is vice chair and Yvonne Campbell to be contacted by MT to see if she would be willing to be membership secretary. BS to finish the membership map. It won’t be finished immediately. He needs names and addresses from DCS but he has software to help him produce it. It is of concern that we don’t have as many members at the Western end of the Beach. David Johnson to be asked if he can recruit in that area. We discussed a leaflet drop explaining the progress so far and an outline of NDPs to the whole beach and giving contact details and website links to the consultation documents. This should be delivered in September and could probably be delivered by the usual Beach News deliverers. The cost of this could be initially funded by SBRA but repaid by the forum as soon as funds and the bank account are available. JL has written a draft Community Engagement proposal as a starting point. It was agreed that we should have two Community Engagement events in October, one in the school and one in the Church to attract more members from the Western end of the Beach. The proposed dates are- Community Engagement Events 23rd and 25th October Management meeting dates: 23rd September, 15th October, 13th November, 10th December. MG really would like all the working groups to be running simultaneously but most members felt that we didn’t have enough members to populate the groups so we agreed to start with Community Engagement but also the Development Group should start work so that some ideas could be shown for the first community engagement event. DCS is to head the Development Group with guidance from MG. MG handed all members a copy of ‘Neighbourhood Plans Roadmap Guide’ for everyone to read. AOB Individuals’ planning issues relating to current planning applications should be referred to BS and Liza McKinney, not to those members of the management committee of the forum.   • Neighbourhood Plan August 2014 update

    On behalf of the Neighbourhood Plan Forum, I am writing to say a belated thank you for your support and encouragement to those who attended our inaugural meeting on Tuesday 15th July and we were delighted by the great turnout. It shows how committed residents are to the future of Shoreham Beach and we look forward to working with you in future. As a result of the positive feedback from the meeting, we have now formally lodged the Neighbourhood Plan Application with Adur District Council, and submitted the constitution which was formally adopted at our meeting on July 15th. We have already had positive feedback from the council and it is our intention to press ahead with drawing up a plan. As we explained at the meeting, this is a fairly lengthy and detailed process that will culminate in a public referendum, hopefully next year. In the meantime, we are planning a full public consultation exercise to make sure that residents are kept up to speed and are able to make informed decisions in advance of the referendum. Much of the work needed to prepare the Shoreham Beach Neighbourhood Plan will be done through topic working groups. The first meeting of the Forum Management Committee after last month’s inaugural forum meeting, identified provisional topics and leaders for several working groups. These topics will be developed and the responsibilities of the working groups will be finalised as more Forum members get involved and start work. Members will analyse development trends that are affecting the Beach. This will include identifying the cumulative impact to date of the re-development of single properties for two or more dwelling units. In consultation with the Local Planning Authority, the group will work to develop the Shoreham Beach Urban Design Guide, to set standards for all types of development in the area, including the small-scale redevelopment of Bungalows. Dawn Clenton-Sparey Community facilities. Looking at pre-school and school provision, health facilities, provision for children’s play, youth facilities and provision for the elderly. The starting point will be a survey of existing provision, resulting in a report that identifies any gaps or areas for improvement. Maurice Pitchford Conservation of the natural and historic environment. The Council sees the impending Ferry Road improvement/landscaping/car parking projects as encouraging more people to visit the area (see Beach News page 9).Unfortunately, this scheme is now delayed until Spring 2015. Recognising this, the Neighbourhood Plan will develop proposals for the area (hopefully working in partnership with organisations who maintain the Nature Reserve and the Fort) to establish a balance between conservation and development. Cllr Liza McKinney Local businesses and jobs. The group will aim to contact those who work in the area, either in industrial/commercial premises, the shops or, increasingly as in self- employment from home. The first task of this group will be to make contact with employers to establish their views about the future of the area and whether the Neighbourhood Plan could help to sustain their businesses. Maggie Taylor Transport and movement. The issue of movement for residents and visitors, both on and off the Beach, will be an important component of the Neighbourhood Plan. This includes provision for pedestrians, cyclists, private cars and public transport. This group’s work will start by identifying residents’ concerns, including car parking, traffic speeds, frequency and public transport costs and safety for pedestrians and cyclists. Cllr Ben Stride Sustainable green neighbourhood. Can Shoreham Beach reduce its carbon footprint by reducing its energy consumption through improved building insulation and by generating some of its own renewable energy (solar panels), together with improved waste management (reducing, recycling and re-using) and reduced water consumption? These are some of the measures, which aim to protect the environment and reduce household bills, will top the agenda. Jennie Tindall Community Engagement Strategy and Programme. The production of a Neighbourhood Plan has to involve residents from all parts of the Beach and all groups living and working here. This group is developing a strategy to make sure this happens. Our programme will include recruiting members across the area, organizing three open Forum “Have Your Say” events at different venues, and workshops led by the Topic Working Groups.
