    Final Report on concepts for school expansion and Beach Green development by independent planning sp Final report: http://bit.ly/sbnf-aecom-report-L Background Many ideas, suggestions and options about development opportunities have emerged from our community engagement work over the past two years. Inevitably there are competing views – what to some residents is an opportunity to improve the Beach may be seen as a threat by others. Moreover, some developments could be implemented in the first five years of the plan period, whereas others will not be feasible until later and may eventually prove to be non-deliverable within the 15 year life-time of the Neighbourhood Plan. The Shoreham Beach Neighbourhood Forum made a successful bid for an Urban Design Consultancy Package from the Government programme for supporting communities preparing Neighbourhood Plans. Thus independent planning and urban design consultants AECOM have prepared sketch schemes to help Beach residents to more fully understand the potential development opportunities which have been identified by residents. Objective Ideas for potential development up to 2031 These schemes are not firm proposals but they are technically feasible. They were presented to enable residents to discuss them with independent external professionals and express their opinions (or offer alternatives). Feedback from residents was reviewed by AECOM and SBNF as an evidence base for site specific interventions across the Neighbourhood Plan area. Following on from the consultation exercise, it was agreed that there was sufficient interest in delivering an improved school facility to warrant the preparation of two additional spatial options. Consequently, AECOM prepared the following options: Beach Green Option 3 This option is based on Beach Green Option 2, but with a primary school instead of residential development on the car park. As with Beach Green Option 2, the car park moves towards the middle of the open space. Split School Site Several consultees suggested retaining the school site in some form of community use. Following on from these suggestions, it was agreed that there might be merit in looking at a school option which provided for nursery and Key Stage 1 (up to 7 years) in a new facility on the existing site and Key Stage 2 (7-11) in a new facility on the Harbour Way Industrial site. Both of these new facilities would provide additional community provision for the wider community, which would be available outside school hours. This short report comprises the following: • Section 2 of the document sets out the rationale for choosing the sites which formed the basis of the options exercise; • Section 3 provides detail as to the options; • Section 4 records the responses from the public events held in October 2016; • Section 5 offers additional spatial options arising from that consultation exercise, and • Section 6 provides a summary of the outputs.     SBNF Winter 2022 Update for Beach News We publish updates about the progress of the Neighbourhood Plan in almost every edition of Beach News. Here's a copy of the latest update from our new Committee members: Since last year’s AGM, the Forum (SBNF) has been busy updating the draft Neighbourhood Plan for a sustainability appraisal, and resolving funding issues. We’ve also been dealing with concerns that are repeatedly raised by beach residents, such as water quality and the transformation of the Western Harbour Arm. SBNF formally raised objections to the latest proposals for the former Howard Kent storage site at 5 Brighton Road. Drawing on feedback from the community; we objected to the composition of the building, harsh elevations, lack of historical context, as well as the lack of social / affordable housing. We also encouraged the developer to come up with a more energy-efficient design. You can read more about our views on the JAAP development and our draft development policies in the draft neighbourhood plan. We recognise that we need to resume community engagement soon, and have been working hard to resolve funding issues, as discussed at the Special General Meeting. A small grant for 2022-23 has now been approved by Locality. However we need the support of Adur District Council to enable us to receive this grant, since the Forum is not itself a legally accountable body. So, the SBNF Management Committee has asked ADC to act as an Accountable Body on our behalf. We hope for a prompt and positive outcome. Alternatively, we will set up a CIC. The AGM for 2022 is due and we plan to hold this meeting when key stakeholders are available and the issue of grant funding is resolved, so we can move forward with presenting the latest version of the Neighbourhood Plan to the community and stakeholders for discussion. We plan to hold Have Your Say Days during the forthcoming Regulation 14 consultation period for the Shoreham Beach Neighbourhood Plan. We would greatly appreciate anyone who can help with community engagement and invite all Shoreham Beach residents to join the Forum and get involved in any way you can or simply to keep up to date with the Neighbourhood Plan.     SBNF Winter 2019 Update for Beach News We publish updates about the progress of the Neighbourhood Plan in every edition of Beach News. Here's a copy of the latest update from our chairman: Adur District Council planners considered the latest draft Plan [Version 4] during the Summer months. In September, we received their comments that will be digested and clarified as soon as possible. During September, the Forum apologised to its members after offering insufficient notice of its proposed AGM that resulted in its postponement. The Chair and officers wish to confirm their commitment to combining the Forum’s final HAVE YOUR SAY DAY with – if possible - its AGM. The Forum will be completing its five year lifespan at about the time this issue of Beach News is delivered and, therefore, will need to apply for redesignation to complete its tasks. Redesignation will be sought and when granted new funding will be required to complete our work prior to a referendum. There have been some changes in Forum officers and their activities. The Vice-Chair stepped down to address Community Engagement, a post the Forum has been unable to fill for over two years. The Executive Committee much regrets the resignation of Green Working Group Leader, Stella Filmer, and will miss her considered input and work ethic on the Forum’s behalf. These vacant positions will need to be filled as soon as possible in the run-up to redesignation, inspection and referendum. The Forum considered its position regarding the planning application for the redevelopment of the Beach Green toilet block. We are not entitled - by way of our constitution - to comment on planning applications. Nevertheless, officers and working group members have been encouraged to recognise that Boxpark - the scheme’s applicant - has acknowledged and applied the principles of the Forum’s draft design code within their submission. The Executive committee will be convening regularly before Christmas to: Address ADC’s comments on V.4. Apply for redesignation. Engage with the Council to explore financial support noting the redesignation requirement. Re-engage with the community & its stakeholders. Seek to fill our vacancies. All Forum officers and volunteers want to wish all Beach residents a very Happy Christmas and prosperous 2020 and thank them for their continued support and patience.     See the plans for Shoreham Harbour at Pond Rd: 10 Nov-22nd December Shoreham Harbour Regeneration Partnership JAAP - consultation announcement: An ambitious 15-year plan for the renaissance of Shoreham Harbour has been published which could see 1,400 riverside homes built and hundreds of jobs created. The docklands revival plan could provide a much-needed boost for the area, transforming it into a vibrant, thriving neighbourhood. Restaurants, shops, office space and cycle ways are also planned together with a new multi-million pound flood defence scheme. It is one of the biggest regeneration projects across the south east. Adur District Council leader Neil Parkin claimed the proposals could lead to a stunning revival for the area, saying: “This has taken five years of hard work but I think it has been worth it.” “It sets out a blueprint for the Harbour which will transform it into a destination of choice providing quality homes, jobs and a fantastic waterside environment for everyone.” “The joint efforts alongside the other councils toward making this ambitious project sustainable will have a big impact on improving the entire area for the wider community.” Among the proposals in the 120 page blueprint are: New waterfront walking/cycling route from Shoreham to Kingston Beach. 1,400 new homes, including affordable housing. 23,500 sqm new employment floorspace, including offices. Green corridor alongside A259 - improving environment, air quality, reducing noise pollution. District heat network - providing affordable, low carbon heat. Port operations will be concentrated in the eastern end of the harbour, freeing land for redevelopment. This scheme is set to repurpose this underused as an integral part of the revitalisation of the area. Emphasis has also been placed on enhancing the waterfront's natural appeal as a watersport destination with big plans to create a safe place to get active on the River Adur. Bob Lanzer, West Sussex County Council Cabinet Member for Highways and Infrastructure, said: “This is an exciting plan which will bring about long-term regeneration and support economic growth on the West Sussex coast for existing and new residents, ports users, and visitors alike.” “It will help to maintain capacity for transporting minerals alongside redevelopment and investment in transport and other community infrastructure.” Cllr Julie Cattell, lead member for planning at Brighton & Hove City Council, said: “This regeneration scheme will see the transformation of Shoreham Harbour by creating a vibrant, exciting hub for this popular but all too often neglected area.” “The scheme will also bring much-needed jobs, housing and office space to Shoreham, and shows what can be achieved when different local authorities work in partnership.” The plans will be available for public view from 10th November to 22nd December 2017 with an invitation for comments on its overall legal compliance. Both hard copies and digitised documents will be available during these dates at the Shoreham Centre in Pond Road, Hove Town Hall, Norton Road and Bartholomew House in Brighton as well as libraries across the area. How will this affect Shoreham Beach? + View Large Image + Another 1,400 homeowners will be gazing across the river and wanting to come and visit 'their' beach. We need to do all we can to ensure they come by bike / foot / bus or low-emission shared cars whenever if possible - rather than clogging up roads in private cars. The proposed new cafe could hire all the watersport equipment and provide changing rooms, meaning there's no need to travel by van. Could this pave the way for a small ferry crossing?... and long term... maybe even another footbridge on the eastern end of The Beach. Many locals have mentioned the need for a decent public slipway. The Shoreham Slipways Group have proposed a design for Humphrey's Gap which accommodates the riverside path. At this stage, it is just a concept - it has not (yet?) been incorporated into the official scheme. The Harbour Regeneration project is not within the designated neighbourhood plan area, but will affect all Shoreham Beach residents in some way.     SBNF Winter 2020 Update for Beach News We publish updates about the progress of the Neighbourhood Plan in every edition of Beach News. Here's a copy of the latest update from our Engagement Officer: Shoreham Beach Neighbourhood Forum’s application to be re-designated was duly taken to Adur District Council’s Joint Strategic Committee (JSC) in July. The JSC, comprising Executive Members from the Council's ruling Conservative Group, required further information before it could reach a final decision. To assist the JSC, the Forum has produced an Action Plan to address the matters raised at the July meeting. In addition the Forum has requested a meeting with ADC Planning Officers ahead of the meeting of the JSC to review progress on the emerging Neighbourhood Plan and agree the programme of work needed to complete it. A joint meeting between committee members of the Forum and of Shoreham Beach Residents’ Association (SBRA), chaired by the County Councillor for Shoreham South, Cllr Kevin Boram, was held on October 12th to seek SBRA support for redesignation. SBRA has agreed to a further meeting with SBNF to discuss the emerging Neighbourhood Plan. It is the hope and ambition of the Forum that all this work will secure the JSC’s approval for re-designation in December. The Forum will then be in a position to press ahead to complete the process of producing the Draft Neighbourhood Plan early in the New Year for full consultation with Beach residents in the Spring. After any final amendments, the Forum will submit the Plan to ADC who will organise an Independent Examination and a Referendum when all Marine Ward residents on the Electoral Register will be able to vote. The Forum is keen to encourage further engagement with the community to help refine the Neighbourhood Plan.     SBNF Winter 2021 Update for Beach News We publish updates about the progress of the Neighbourhood Plan in every edition of Beach News. Here's a copy of the latest update from our new Committee members: The Forum has been re-designated and the committee has been re-elected to complete our Neighbourhood Plan. We welcome two new steering group members with extensive sustainability, conservation, and architectural experience. It’s not an easy process for local residents to write planning policy for the next 15 years and there’ve been several setbacks including a lack of funding, lack of volunteers, lack of digital skills and a large delay due to the pandemic. However, we’ve worked closely with the ADC planning officers and believe it’s shaping up to be a great document. To help understand what the Plan is - and why we think it’s still necessary, we’d like to answer some common questions: What is a Neighbourhood Plan? It’s a legal document that developers and planners must adhere to. It’s different to the Local District Plan because it’s written by the community, for the community and specifically tailored to our unique neighbourhood - Marine Ward - which includes Adur Rec. It began as a protest by one resident who was concerned about the negative impact of the ‘two-for-one’ trend and the difficulties in dealing with the planning process. The Plan cannot stop development, but it aims to improve the planning process to make it easier for architects, developers, and builders to know what’s appropriate. It also helps neighbours to visualise the impact of proposed new buildings before they are approved, and to protect the unique character of the neighbourhood. Residents have identified the best qualities of our neighbourhood, incl. the eclectic architecture, cherished views, the nature reserve, the river, and other local green spaces that need protecting. Policies are written to encourage responsible recreational activities and facilitate a healthy lifestyle and cohesive community. We’ve also identified opportunities for traffic calming, better parking, and reducing litter. Can the Plan stop development? No, but the Neighbourhood Plan is an opportunity to influence development, prepare for changes and ensure the Beach can cope. How do I find out more? We have an extensive website and social media presence. We welcome your interest and hope you will spread the word and comment online. Also look out for surveys, workshops and/or Have Your Say Days. How far have we got? Most policies are written, and our job now is to raise funding to re-engage the local community, gather final evidence and write a summary. Once the residents and Local Authority have approved the content, local people will get the chance to vote. What happened to the photos I submitted?
